The New Zealand mobile virtual network operator (MVNO) market covers retail mobile services sold under brands that do not own a radio network and instead buy capacity from One NZ, Spark or 2degrees. It spans prepaid and pay-monthly plans from discount resellers, loyalty and retail-led brands, and broadband-led bundles, together with the platform, billing and customer-care services that let a brand launch quickly. New Zealand has a long-standing three-network structure, so virtual operators matter mainly as a source of price pressure and brand-led choice.
In 2025, the market is valued at USD 38.00 million and is forecast to grow at a CAGR of 14.00%, reaching USD 140.87 million by 2035. Growth is driven by MVNO share of connections rising 61% in the report covered in July 2025, One NZ MVNO connections reaching 53.6 thousand in the year ended 31 March 2026 and new enabler platforms opening the market to non-telco brands.

2026-2035
The New Zealand MVNO market is small but accelerating. Three network operators still serve almost every subscriber, yet exclusive enabling agreements, white-label platforms and a government spectrum reset are lowering the cost of launching a branded mobile service.
Three forces are shaping the market: enabler-led launches, with Advantai Group and One NZ signing an exclusive 10-year agreement in October 2026; host competition, with Spark preparing a Compax-based platform; and regulatory pressure, as ISPANZ asked the Commerce Commission in April 2026 to examine satellite texting withheld from MVNOs.
In September 2025 Spark announced its Compax partnership. In May 2026 Infratil reported that One NZ MVNO connections had risen to 53.6 thousand, and in July 2026 Cabinet approved a spectrum package that cuts Spark and One NZ renewals to about 70% of current holdings.
The market is moving from a handful of price-led resellers towards a wider field of branded, loyalty-linked and bundled mobile services built on enabler platforms. Prepaid plans lead in value because discount brands compete on simple unlimited offers, while pay-monthly plans gain as brands add household and loyalty bundles. Branded and loyalty MVNOs advance fastest as retailers, fintechs and consumer brands seek mobile as a retention tool. One NZ remains the main host network, and Spark Network grows quickest from a small base as its white-label platform opens. Auckland stays the largest region, and Canterbury grows fastest on population gains. Wholesale terms, satellite access and spectrum decisions will decide how far growth runs.

Enabler Platforms Widen the Addressable Brand Base
Revenue is on course to expand more than threefold, from USD 38.00 million in 2025 to USD 140.87 million in 2035 at a 14.0% CAGR. Exclusive enabling deals and Spark's Compax platform cut launch costs, so retailers and consumer brands can add mobile without building telecom systems.
Branded and Pay-Monthly Offers Lead Growth
Prepaid Plans hold the largest share, but Branded and Loyalty MVNOs grow at an estimated 17.5% CAGR and Pay-Monthly Plans at an estimated 15.6% CAGR through 2035. Spark Network grows at an estimated 18.2% from a small base as its platform opens to third-party brands.
Network Access Terms Set the Pace
Hosts control capacity, features and wholesale pricing, so regulatory decisions matter as much as consumer demand.

Spectrum policy, disputes over satellite access for virtual operators and the end of older networks are the main structural forces, while host wholesale terms remain the key risk.
Recent developments, presented from the most recent, show a new long-term enabling agreement, rising One NZ MVNO volumes, a Spark white-label platform and an earlier exclusive partnership.
October 2026 - Advantai Group Signs 10-Year Exclusive MVNO Agreement With One NZ
May 2026 - Infratil Reports One NZ MVNO Connections Rising to 53.6 Thousand
September 2025 - Spark Partners With Compax on a White-Label MVNO Platform
July 2025 - One NZ and Advantai Group Agree an Exclusive Three-Year Partnership
A longer exclusive enabling agreement, rising host MVNO volumes and a white-label platform at the second operator show suppliers preparing for more branded launches through the forecast period.
The Expert Market Research’s report on the New Zealand Mobile Virtual Network Operator (MVNO) Market offers a detailed analysis of the market based on the following segments.
Market Breakup by Operator Type
Discount Reseller MVNOs lead on value, in our estimate, led by Rocket Mobile, whose unlimited plans filled four of the top six places on price per gigabyte in coverage of July 2025. Branded and Loyalty MVNOs grow fastest at an estimated 17.5% CAGR through 2035, as shown by Boost Mobile New Zealand, announced with Advantai Group in October 2026, and the Fastter model of July 2025. Broadband-Led Bundle MVNOs add mobile to home internet and energy accounts, and grow steadily. Others include machine-to-machine and enterprise brands.
Market Breakup by Subscription Type
Prepaid Plans lead, in our estimate, because most virtual operators sell no-contract unlimited offers, and Boost Mobile New Zealand announced in October 2026 that it will enter with prepaid plans on the One NZ network. Pay-Monthly Plans grow fastest at an estimated 15.6% CAGR through 2035, as loyalty and household brands add bundles. Data-Only and IoT Connections grow steadily on connected devices and travel eSIMs. Others cover top-up and add-on products.
Market Breakup by Host Network
One NZ Network leads, in our estimate, with MVNO connections of 53.6 thousand in the year ended 31 March 2026 and an exclusive 10-year enabling agreement with Advantai Group signed in October 2026. Spark Network grows fastest at an estimated 18.2% CAGR through 2035 from a small base, as its Compax platform is due in 2026. 2degrees Network grows steadily, helped by a July 2026 spectrum offer of 30 MHz of 2600 MHz and mobile revenue growth of 4.8% reported in September 2025. Others include roaming and satellite-linked arrangements, where ISPANZ pressed the Commerce Commission in April 2026 over access for MVNOs.
Market Breakup by Region
Auckland dominates, in our estimate, as the country's largest city of about 1.8 million people and the home base of the main operators, and it grows at an estimated 13.6% CAGR through 2035 from a large base. Canterbury is the fastest-growing region at an estimated 15.4%, as Stats NZ reported in October 2025 that it was the fastest-growing region, up 1.1% to 698,200 people. Waikato grows at 14.7%, with the region's population up 1.0% in the year to June 2025. Wellington grows at 13.1%. Others, covering the remaining regions, grow at 14.2%.
| CAGR 2026 to 2035, Market by Region | Growth Rate |

| Others (incl. Otago, Bay of Plenty and Manawatu-Whanganui) | 14.2 % |
Competition combines the three host networks, their own value brands and a small group of independent virtual operators and enablers. Entry barriers include wholesale access terms, billing platforms, brand reach, customer care and access to new network features.
One NZ
One NZ, headquartered in Auckland, is the largest host for virtual operators, with MVNO connections of 53.6 thousand in the year ended 31 March 2026 against 32.3 thousand a year earlier, according to Infratil. In October 2026 it extended its exclusive agreement with Advantai Group to 10 years, with Boost Mobile New Zealand the first brand.
Spark New Zealand
Spark New Zealand, headquartered in Auckland, runs the Spark and Skinny brands and hosts third-party operators. In September 2025 it announced a white-label MVNO platform with Vienna-based Compax, planned for launch in 2026. Its mobile service revenue rose 1.6% to NZD 499 million in the half-year result of February 2026.
2degrees
2degrees, headquartered in Auckland, is the third network operator and runs Orcon and Slingshot alongside its own brand. Its results of September 2025 showed mobile revenue up 4.8% to NZD 581.5 million. In July 2026 Cabinet proposed offering it 30 MHz of 2600 MHz directly, strengthening its position as a possible host for virtual operators.
Advantai Group
Advantai Group is an Australian-based enabler whose managed services company, Prvidr, provides platform, billing and customer management for branded mobile services. It entered New Zealand in July 2025 with the Fastter solution on the One NZ network. In October 2026 it signed an exclusive 10-year agreement with One NZ, and Boost Mobile New Zealand is the first brand launching under it.
Other players operating in the New Zealand mobile virtual network operator (MVNO) market include Rocket Mobile, Boost Mobile New Zealand, Mighty Mobile, Warehouse Mobile, and Compax, alongside regional telecom resellers, retailer-led brands, fintech and loyalty programmes, internet service providers and travel eSIM sellers supplying mobile services across New Zealand.
Competition rests on wholesale access terms, enabler platforms, brand reach and access to new network features rather than network ownership, while exclusive deals may reshape host positions.
