The New Zealand infrastructure market covers the construction, renewal, maintenance and operation of the physical networks and public assets that the economy depends on, including roads and bridges, rail and public transport, water and wastewater, electricity transmission and distribution, and social assets such as hospitals, schools and courthouses. Demand comes from central government, councils, council-owned water entities, network owners and private partners, delivered through contractors, engineers and material suppliers.
In 2025, the market is valued at USD 12.40 billion and is forecast to grow at a CAGR of 19.44%, reaching USD 73.27 billion by 2035. Growth is driven by a funded pipeline of NZ$181 billion reported in the September 2025 update, Budget 2026 commitments to expressways and rail, and the shift of water and power networks into dedicated, borrowing-capable owners.

2026-2035
The New Zealand infrastructure market is moving from a long period of delay towards delivery. Large projects such as the City Rail Link and the Cook Strait ferry replacement have reached fixed-price or opening milestones, while a new National Infrastructure Plan and public-private partnership financing are widening how work is procured.
Three forces are shaping the market: the Government's choice to fund roads of national significance and rail renewals while slowing others; the reform of water services into financially separate entities; and rising electricity demand, which is lifting grid spending as new generation connects.
In May 2026 Budget 2026 committed NZ$1.8 billion to the Cambridge to Piarere Expressway and NZ$705 million of capital to rail. In July 2026 the Crown signed a NZ$3.6 billion project agreement for the first stage of the Northland Expressway.
The market is shifting from a pipeline of announcements towards funded, contracted work, with the Government prioritising maintenance, resilience and a short list of expressways and rail projects. Roads and bridges lead in value because maintenance contracts and highway builds are large and recurring, while electricity networks advance fastest as generation connections and the interisland link are renewed. Public-private partnerships gain share as the Crown tests financing for large roads, and renewal work grows faster than greenfield construction as ageing pipes, tracks and substations are replaced. Auckland remains the largest region on transport and water spending, and Waikato grows quickest on expressway delivery. Contractor consolidation, new water entities and tighter project selection point to a more disciplined market rather than a one-off spending surge.

Funded Pipeline Anchors Long-Term Demand
Revenue is on course to expand by about 57% across the decade, from USD 12.40 billion in 2025 to USD 19.44 billion in 2035 at a 4.6% CAGR. A pipeline that grew by NZ$56 billion between June and September 2025 gives contractors a visible workload.
Energy, Partnerships and Renewals Lead Growth
Roads and Bridges hold the largest share, but Energy and Power Networks grow at an estimated 6.1% CAGR, Public-Private Partnerships at 5.7% and Renewal and Upgrade work at 5.4% through 2035. Transpower's approved NZ$1.1 billion first stage of the interisland link renewal shows where spending is heading.
Selective Funding Reshapes the Road Programme
Fuel excise duty has fallen 21% in real terms, according to the Transport Minister in July 2026, so the Government is sequencing roads rather than starting all at once. Five national significance roads have no construction timeline, while others advance.

The Expert Market Research’s report on the New Zealand Infrastructure Market offers a detailed analysis of the market based on the following segments.
Market Breakup by Infrastructure Type
Roads and Bridges lead on value, in our estimate, as Budget 2026 gave NZ$1.8 billion to the Cambridge to Piarere Expressway and NZ$400 million to highway resilience. Rail and Public Transport benefits from NZ$705 million of rail capital and the City Rail Link, valued at NZ$5.5 billion. Water and Wastewater is reshaped by Tiaki Wai and Watercare's NZ$420 million Downer contract of August 2026. Energy and Power Networks grows fastest at an estimated 6.1% CAGR through 2035, supported by Transpower's NZ$1.1 billion HVDC stage. Social Infrastructure covers hospitals, schools and the Te Ara Whetu library in Waikanae. Others include ports, airports and telecommunications ducts.
Market Breakup by Funding Source
Central Government leads, in our estimate, funding highways, rail, hospitals and schools through Budget 2026, which added a capital package of about NZ$7 billion to roughly NZ$60 billion of expected four-year spending. Local Government and Water Entities include Watercare and Tiaki Wai, which began services on 1 July 2026 and expects NZ$25 billion of investment over 30 years. Competition combines state-owned network owners, contractors owned by overseas groups, locally owned civil and building firms, and consortia formed for large financed projects. Entry barriers include balance sheet strength, prequalification, regional depots and skilled labour.
KiwiRail
KiwiRail, the state-owned rail operator headquartered in Wellington, owns the national rail network and runs freight and Interislander services. Budget 2026 on 28 May 2026 provided NZ$705 million of rail capital and NZ$477 million of operating funding. In July 2026 it was confirmed as the 30-year operator of the new Cook Strait ferries Kupe and Cook, and it took over the City Rail Link in late June 2026.
Downer New Zealand
Downer New Zealand is the local arm of Downer, which is headquartered in Sydney, and provides roads, water, power and rail services. In December 2025 Downer was named preferred contractor for state highway maintenance in Central Waikato, Taranaki, Tairawhiti and Coastal Otago, worth about NZ$870 million. In August 2026 it won a NZ$420 million Watercare contract and a Vector panel, and it is a Northway partner.
HEB Construction
HEB Construction, an Auckland-based civil contractor owned by Vinci, builds bridges, highways, marine structures and tunnels. In April 2026 Vinci announced a NZ$400 million, 10-year NZTA contract to maintain about 880 km of North Canterbury highway from May 2026. HEB is also a construction partner for the new Picton ferry terminal. In May 2026 Vinci completed the purchase of Fletcher Building's New Zealand construction businesses.
Transpower
Transpower, the state-owned grid operator based in Wellington, owns and operates the national transmission network and the HVDC link between the islands. Its August 2026 result cited NZ$1.1 billion approved for the first stage of the HVDC renewal, NZ$47 million for the Redclyffe substation and NZ$50.5 million for the Otahuhu to Whakamaru line. It reports 669 MW of new generation and battery projects enabled across 18 projects.
Other players operating in the New Zealand infrastructure market include Fletcher Building, Fulton Hogan, Naylor Love, Acciona, and Watercare, alongside regional civil contractors, engineering consultancies, material suppliers, council-controlled organisations and specialist electrical and water services firms supplying infrastructure projects across New Zealand.
Competition rests on balance sheet strength, prequalification, regional depot coverage and skilled crews rather than price alone, while consortia and overseas ownership are reshaping how large projects are delivered.
