The Australia paper packaging market covers corrugated boxes and sheets, folding cartons, paper bags and sacks, and paperboard and moulded fibre containers made from virgin and recycled fibre. These products carry food, fresh produce, online orders, medicines and industrial goods, and most are collected for recycling through kerbside and commercial systems.
In 2025, the market is valued at AUD 6460.00 million in 2025 and is forecast to grow at a CAGR of 3.60%, reaching AUD 9200.89 million by 2035. Growth is driven by the shift from plastic to fibre formats among supermarkets and growers, the growth of online shopping, and a national reform agenda that rewards recyclable packaging.

2026-2035
The Australia paper packaging market is expanding because fibre is the material brand owners reach for when they need a recyclable answer to plastic. Fresh produce, takeaway food and parcel freight all depend on cardboard.
Three forces are shaping demand: the weight of fibre in the packaging mix, with the Australian Packaging Covenant Organisation reporting in December 2025 that paper and paperboard exceed 50% of packaging placed on the market; a firm national push towards producer responsibility; and retailer-led swaps from rigid plastic to cardboard.
In October 2025 Costa, Coles and Opal began replacing rPET tomato punnets with cardboard packs in Victorian stores. In May 2026 the Senate sent a mandatory packaging extended producer responsibility bill to committee, and in July 2026 Detpak opened a United States plant to serve quick-service restaurants.
The market is moving from commodity shipping cartons towards a more varied mix in which corrugated boxes remain the base and lighter, printed and barrier-coated fibre formats grow faster. Corrugated boxes lead in value because every product category relies on them, while paperboard and moulded fibre containers advance fastest as retailers and growers retire plastic punnets and cups. Food and beverage keeps the largest end-use share, and fresh produce gains quickest. Recycled containerboard remains the core grade, with coated and barrier papers growing fastest as brand owners seek recyclable moisture and grease resistance. New South Wales remains the largest region, and Queensland grows quickest on produce and population growth. Producer responsibility and better packaging data point to a lasting shift in product mix.

Fibre Holds the Largest Share of Packaging
Revenue is on course to expand by about 42% across the decade, from AUD 6,460.00 million in 2025 to AUD 9,200.89 million in 2035 at a 3.6% CAGR. Paper and paperboard already exceed 50% of packaging placed on the market, which gives suppliers a deep base to build on.
Containers and Barrier Papers Lead Growth
Corrugated boxes hold the largest share, but Paperboard and Moulded Fibre Containers grow at an estimated 4.9% CAGR and Coated and Barrier Papers at an estimated 5.3% CAGR through 2035. Detpak unveiled recyclable fibre punnets and a foil-look flour bag in July 2026, which shows the formats suppliers are chasing.
Producer Responsibility Reshapes Supplier Priorities
Reform is moving from voluntary targets towards binding rules, and suppliers are preparing data and design changes. Opal Packaging Plus told the market in February 2026 that tightening rules are why it is building a packaging data asset.

The Expert Market Research’s report on the Australia Paper Packaging Market offers a detailed analysis of the market based on the following segments.
Market Breakup by Product Type
Corrugated Boxes and Sheets lead on value, in our estimate, because produce, grocery, e-commerce and industrial freight all move in them. Folding Cartons serve food, pharmacy and personal care, and Detpak's July 2026 foodpro display included a foil-look flour pack. Paper Bags and Sacks cover retail, takeaway and flour formats, and Opal announced the sale of its bag manufacturing business in August 2026. Paperboard and Moulded Fibre Containers grow fastest at an estimated 4.9% CAGR through 2035, shown by the October 2025 Perino cardboard pack trial. Others include tubes, cores and labels.
Market Breakup by End-Use Sector
Food and Beverage leads, in our estimate, with Goodman Fielder's paper flour bag shown in July 2026 as a sign of packaged-food switching. Fresh Produce and Agriculture grows fastest at an estimated 4.6% CAGR through 2035, as growers swap plastic punnets for fibre, including Perfection Fresh's June 2025 strawberry punnet. E-commerce and Retail is sustained by parcel and shelf-ready demand, served by Opal Packaging Plus. Healthcare and Personal Care rely on cartons, while Industrial and Others cover machinery, building and chemicals.
Market Breakup by Material Grade
Recycled Containerboard leads, in our estimate, because high recovery rates keep feedstock available, with paper and paperboard recovery at 66% in the December 2025 national data. Virgin Kraft Paper and Linerboard serve strength-critical boxes and sacks, and Opal's Maryvale mill continues to supply brown paper and board. Folding Boxboard and Solid Bleached Board serve cartons for food and pharmacy. Coated and Barrier Papers grow fastest at an estimated 5.3% CAGR through 2035, supported by Detmold's June 2025 graphene-enhanced paper collaboration with Sparc Technologies and the foil-look finish on Detpak's flour bag.

Competition combines vertically integrated fibre groups, specialist converters and global packaging suppliers. Entry barriers include access to recycled fibre or paper machine capacity, corrugator investment, retailer relationships, food-contact approvals and readiness for producer responsibility reporting.
Visy
Visy, headquartered in Melbourne, is a family-owned packaging and recycling group making paper, corrugated boxes, paper bags and other fibre packaging and operating large recycling facilities. Australian Manufacturing listed its A$30 million upgrade of cardboard box manufacturing in Western Sydney in October 2026. Its integration from collected paper to paper mill to box plant gives it control of recycled-fibre supply, which matters as the national scheme tightens.
Opal
Opal, headquartered in Melbourne and owned by Nippon Paper, makes brown paper and board at Maryvale and corrugated and fibre packaging through plants such as Wodonga, plus packaging supplies through Opal Packaging Plus. In October 2025 it supplied recycled-paper cardboard punnets for Costa and Coles, and in February 2026 it announced a packaging data partnership with Phantm. In August 2026 it announced the sale of its bag manufacturing business.
Detmold Group (Detpak)
Detmold Group, an Adelaide-based family-owned company, sells packaging under the Detpak brand, including paper cups, bags, food containers and fibre punnets. In July 2026 Detpak opened a Spartanburg, South Carolina plant for quick-service restaurant customers and showed fibre packs at foodpro. In June 2025 Detmold Packaging signed a graphene-enhanced paper collaboration with Sparc Technologies, and in August 2026 the group announced an Indian facility.
Huhtamaki
Huhtamaki, headquartered in Espoo, Finland, runs a fibre packaging site in Melbourne making egg cartons, trays and bottle dividers from locally collected recycled paper and cardboard, and says it competes with low-cost imports. The December 2025 national data showing paper and paperboard recovery at 66% underlines the recycled-fibre pool that moulded fibre makers draw on, while producer responsibility rules would reward domestic recyclable fibre formats.
Other players operating in the Australia paper packaging market include Colorpak, Amcor, Pact Group, Pro-Pac Packaging, and Sealed Air, alongside regional carton converters, independent box makers, label and print houses, and packaging distributors supplying growers, food manufacturers, retailers and online sellers across Australia.
Competition rests on recycled-fibre access, converting capacity, retailer relationships and readiness for producer responsibility reporting, while integrated groups and specialist converters keep adding fibre formats to displace plastic.
