The Australia MVNO market covers retail mobile service revenue earned by mobile virtual network operators and host-owned flanker brands that resell Telstra, Optus or Vodafone network capacity. These providers own little or no radio infrastructure; they buy wholesale access, add their own pricing, billing, brand and customer service, and sell prepaid, SIM-only, device and data-only plans.
In 2025, the market is valued at AUD 1550.00 million and is forecast to grow at a CAGR of 5.40%, reaching AUD 2622.63 million by 2035. Growth is driven by price-sensitive households trading down from premium plans, retailers and broadband providers bundling mobile into existing relationships, and rising wholesale revenue at the host networks.

2026-2035
The Australia MVNO market is shifting from a cheap-and-cheerful niche into a mainstream channel. About 19% of mobile services were on virtual operators in the period to March 2025, and brands owned by the host networks now compete directly with supermarket, retailer and broadband labels.
Three forces are shaping demand: sustained household cost pressure that favours low-priced SIM-only and prepaid plans; bundling by broadband and energy-linked providers that lowers acquisition cost; and a regulatory spotlight on wholesale access, with the ACCC examining domestic roaming and shared radio networks.
In April 2026 Vodafone and Lebara repriced prepaid plans, in May 2026 Telstra, Belong and Boost lifted prices, in August 2026 the ACCC opened a mobile services inquiry and Telstra reported wholesale growth, and in September 2026 Aldi Mobile raised plan prices by up to 28%.
The market is moving from pure price competition towards differentiated flanker brands, bundles and coverage claims, as host networks reprice and virtual operators follow. Telstra-network brands lead because coverage is the main reason customers pay for a virtual operator, while prepaid remains the largest plan type given its entry-level appeal. Postpaid SIM-only, broadband and utility bundlers and Telstra-network wholesale capacity advance fastest as customers consolidate bills and look for credible alternatives to major carriers. New South Wales is the largest base and Queensland grows quickest from a smaller one. Regulatory scrutiny of wholesale access, fixed-line bundling and steady host network investment underpin a durable outlook, though recent price rises and a possible wholesale declaration add uncertainty to margins.

Bundling Sustains Steady Growth
Revenue is set to rise from AUD 1,550.00 million in 2025 to AUD 2,622.63 million in 2035 at a 5.4% CAGR, as virtual operators win price-sensitive customers and bundle mobile with broadband.
Telstra-Network Brands Lead Growth
Prepaid remains the largest plan type, but Telstra-network capacity grows at an estimated 6.1% CAGR, postpaid SIM-only at 6.8% and broadband and utility bundlers at 8.9% through 2035.
Regulation Shapes Wholesale Terms
The ACCC inquiry opened in August 2026 asks whether to declare domestic roaming or radio access services, which could reshape how virtual operators buy capacity and compete on coverage.

Household cost pressure, bundling by broadband providers and growing wholesale volumes at host networks shape spending. Telstra-network brands lead on coverage while bundlers advance fastest from a smaller base.
The Australia MVNO market is being reshaped by repricing across host networks and flanker brands, a regulatory inquiry into wholesale access and a steady move of customers towards lower-cost labels.
September 2026 - Aldi Mobile Lifts Prices and Closes Cheapest Plans
August 2026 - ACCC Opens Mobile Services Inquiry
May 2026 - Telstra, Belong and Boost Reprice Plans
April 2026 - Vodafone and Lebara Reprice Prepaid Ranges
Host networks and virtual brands are raising prices together while adding data, and a regulator is questioning wholesale access, so differentiation rests on coverage claims, bundles and plan structure.
Recent developments, presented from the most recent, show the Australia MVNO market moving from host network results and bundling momentum into repricing at the largest network brands.
August 2026 - Aussie Broadband Reports Mobile Connection Growth
August 2026 - TPG Telecom Reports Mobile Subscriber Growth
August 2026 - Telstra Wholesale Mobile Revenue Climbs 18.6%
May 2026 - Optus Raises Postpaid Plan Prices
Recent results show host networks and bundlers adding mobile customers while the largest network brands lift prices, giving virtual operators room to compete on value but less wholesale certainty.
The Expert Market Research’s report on the Australia MVNO Market offers a detailed analysis of the market based on the following segments.
Market Breakup by Host Network
Telstra Network leads and grows fastest at an estimated 6.1% CAGR, as Telstra reported 2.86 million wholesale mobile users in August 2026 and Boost and Belong repriced in May 2026 while keeping coverage claims. Optus Network follows, with Optus lifting postpaid prices in May 2026 and prepaid prices from September 2026. Vodafone Network hosts brands such as Kogan Mobile, and TPG Telecom repriced prepaid plans in April 2026. Multi-Network and Other Platforms is the smallest, covering resellers that source capacity from more than one host or from specialist wholesale platforms.
Market Breakup by Plan Type
Prepaid leads because entry plans from Boost, Aldi Mobile, Lebara and Vodafone cluster at AUD 25 to AUD 50, and Telstra prepaid average revenue per user rose 7.2% to AUD 37.50 in FY26. Postpaid SIM-Only grows fastest at an estimated 6.8% CAGR, since Belong lifted SIM-only prices in May 2026 yet remains cheaper than major carrier equivalents. Postpaid with Device is smaller because most virtual operators sell few handsets. Mobile Broadband and Data-Only is the slowest, with Telstra mobile broadband connections down 5.6% in FY26.
Market Breakup by Operator Type
Network Sub-Brands such as Belong, Boost, Amaysim, felix and Vodafone prepaid lead on scale and host support. Broadband and Utility Bundlers grow fastest at an estimated 8.9% CAGR, with Aussie Broadband mobile connections up 22% in FY26 and Superloop reporting 935,000 customers in August 2026. Retailer and Consumer Brands such as Aldi Mobile, Everyday Mobile and Kogan Mobile grow modestly, with Aldi Mobile raising prices by up to 28% from September 2026. Migrant and Specialist Brands, led by Lebara, adjusted plan expiry and pricing in April 2026.
Market Breakup by Region
New South Wales dominates on population and the number of services in operation, and grows at an estimated 5.0% CAGR from that large base. Queensland is fastest at an estimated 6.3%, as population inflow and growing regional demand lift prepaid and SIM-only take-up. Western Australia grows at 5.9%, supported by distance-driven demand for coverage-led Telstra-network brands. Victoria grows at 5.2% in a competitive metropolitan market. Others, grouping South Australia, Tasmania, the ACT and the Northern Territory, grows at 5.1%, with the ACCC reporting in August 2026 that about 72.2% of the continent lacks outdoor terrestrial coverage.
| CAGR 2026 to 2035, Market by Region | Growth Rate |
| New South Wales | 5.0 % |
| Victoria | 5.2 % |
| Queensland | 6.3 % |
| Western Australia | 5.9 % |
| Others (incl. South Australia, Tasmania, Australian Capital Territory and Northern Territory) | 5.1 % |
Competition combines the three host networks, their flanker brands, retailer labels and broadband bundlers. Entry barriers include wholesale terms from a host network, brand trust on coverage, billing and customer service systems, and the ability to hold prices as host networks reprice.
Telstra
Telstra is headquartered in Melbourne and hosts the largest share of virtual operators through its wholesale arm, alongside its Belong and Boost Mobile brands. In its FY26 result on 13 August 2026 it reported 2.86 million wholesale mobile users and wholesale mobile revenue up 18.6% to AUD 619 million. From 5 May 2026 it raised postpaid Basic to AUD 74 and Belong SIM-only plans by AUD 4.
Optus
Optus is headquartered in Sydney and sells wholesale capacity and its own prepaid and postpaid plans, with Amaysim among the brands associated with its network. From 18 May 2026 it lifted postpaid Small to AUD 60 and Large to AUD 90 for new and existing customers. It also announced prepaid rises of up to AUD 5 per recharge from 30 September 2026, with its 365-day plan moving from AUD 350 to AUD 395.
TPG Telecom
TPG Telecom is headquartered in Sydney and operates Vodafone, TPG, iiNet, felix and Lebara. Its half-year result on 21 August 2026 showed mobile subscribers up 64,000 to 5.81 million, mobile average revenue per user of AUD 35.21 and mobile service revenue of AUD 1.2 billion. In April 2026 it repriced Vodafone prepaid and restructured Lebara plans, moving 30-day plans to 28-day expiry.
Aldi Mobile
Aldi Mobile is the telecommunications brand of ALDI Stores in Australia, based in Sydney, and sells prepaid, family and annual super pack plans through supermarket and online channels. In early September 2026 it announced price rises of up to 28% from 30 September 2026, closing the AUD 23 and AUD 29 plans to new customers. It introduced a AUD 28 plan and added up to 35GB to its one-year super packs.
Other players operating in the Australia MVNO market include Boost Mobile, Amaysim, Superloop, Aussie Broadband, and Kogan Mobile, alongside Everyday Mobile, Belong, Felix, Lebara and regional and specialist resellers serving niche customer groups across Australia.
Competition turns on wholesale terms, coverage credibility and bundling rather than price alone, favouring operators that can hold customers while host networks reprice and the regulator reviews access.
